Okaeshi Harbor

Okaeshi Harbor is one of the main harbors in Ninpou. It is a deep-water coastal harbor, originally a natural formation but actively maintained by millennia of dredging. Okaeshi is important, because it is the closest harbor to the capitol buildings of the entire Ninja Empire, and from some of the docks it is only a short walk to where the Ninja High Council meets.

The Imperial High Palace is located on a mountain top overlooking Okaeshi Harbor. Most of the more important sights in Ninja culture are located further inland.
