The Twelve Sanctions refers to the Marcon Alliance, specifically some aspect of their secret religion. According to surviving accounts, all twelve sanctions were trusted only to a Lord of Chaos, though highly-ranked members of the cult may be trusted with a single sanction.
The sanctions themselves are not known, but they were likely in an out-dated tongue by the formation of the empire. They would not have been written down, even in the Bravkar.
