Decisive Action is an as-yet unplaced short story.
In this episode, Hunter is tasked by Instructor Gailen with retrieving a curious artifact, which the Foundation has stashed on a recently terraformed moon orbiting a gas giant. He is racing Ryoga, who actually beats him there, but lets Hunter take possession of the artifact. Hunter, in turn, destroys it.
The bulk of this story actually takes place on Moon Garm, many decades before its colonization.
