The VRF was created by Hunter Jusenkyou as a top-secret production and test site for new equipment and technology. Though technically Alliance-owned, the facility was under Hunter's direct jurisdiction and made frequent use of Gudersnipe technology.
It was constructed on the same planet as The Dragon's Lair, and was split into a series of sites.
