Foundation Total Control Zone
A Foundation Total Control Zone or "TCZ" is a region in which the Gudersnipe Foundation holds total control, with no other governmental or political influence. Such regions exist outside of any other nation or political entity and are sometimes highly secretive. The size can vary from a single room inside a building to entire Dimensions.
Status
TCZs are often highly restricted and structured around sensitive infrastructure. It is said that all equipment related to the GATE system exists inside Total Control Zones. Major GATE hubs, which contain no hardware but are considered soft targets, are also in such regions.
TCZs are always guarded, with shoot-to-kill orders in full effect. Anyone considering attempts at unauthorized access are forwarned.
Life Inside a TCZ
Foundation citizens who live and work within larger zones report life is not much different from anywhere else. The Foundation creates worker towns and provides ample housing, shops, and recreation facilities. The key differences are closed-down communications and restricted travel. Moving between areas within a TCZ is prohibited, as is most contact with the outside world. Citizens report forming close-knit communities and finding a lot of hobbies.
Famous TCZs
On Aren, a second of northern Modia is legally not a part of either the Alliance or Trans-Draconic Federation despite the rest of the region officially belonging to both. Knowledge of the region is highly supressed, going so far as to appear as a blank space on the maps. During the New Day era, 17 civilian aircraft were shot down for violating the no-fly zone.
The Utops Cluster is perhaps the most famous TCZ owing to its status as a tourist destination. The stellar cluster is heavily guarded against conventional military attack, but can be visited by GATE after passing a routine background check. Visitors are restricted to a few specific locations and are not permitted to venture outside, but it is possible to tour the Utopia Gregaria shipyards and a few other high-profile locations.
